Frozen vs Fresh: Which Is Actually Cheaper Per Serving in 2026?

TL;DR: We priced fresh and frozen versions of the same vegetables at a real Kroger in July 2026. Frozen was cheaper per ounce in five of seven matchups - by 54% on broccoli florets and 40% on baby spinach - but fresh carrots beat frozen carrots by 49%, and a bunch of fresh spinach beat the frozen bag. The bigger lever is not the sticker: across 768 fresh-produce lines in our priced recipe baskets, the median recipe used only 25% of the fresh package it forced you to buy.

The short answer, and why "it depends" is the honest one

Frozen is usually cheaper, but the size of the win swings from 54% to nothing depending on the vegetable, and two of our seven matchups went the other way. The rule that actually predicts the winner: the more a fresh vegetable has to be trimmed, cut, or bagged before it looks like the frozen version, the more you save by buying it frozen.

USDA's Economic Research Service reaches the same conclusion at national scale. Comparing fresh and processed forms of the same foods, ERS reported that "neither fresh nor processed forms were consistently less expensive." Fresh corn cost $1.50 per cup equivalent in 2022 against $0.64 for frozen corn, while fresh carrots cost $0.30 against $0.59 for canned. Same aisle, opposite answers.

Seven matchups, priced at a real Kroger

Below is every fresh-and-frozen pair our pricing data covers where both products were on the shelf at the same store, converted to price per ounce so package sizes cannot hide the answer. Every one of these prices was identical at both Kroger locations we track, so this is not a store-choice artifact.

The cleanest comparison in the set is broccoli florets, because the two products are the same brand, the same cut, and the same 12-ounce bag: $3.49 fresh, $1.59 frozen. That is 54% off for buying the identical vegetable in the other aisle.

Where frozen wins: anything sold pre-trimmed

Frozen's biggest wins all come from the same place. When a vegetable is expensive to trim, the fresh version either carries that labor in the price or makes you pay for the parts you will throw out. Frozen skips both, because the trimming happened at the processing plant and only the edible part gets into the bag.

USDA's food-yield tables make the size of that hidden cost concrete: a whole broccoli bunch is treated as 39% inedible, leaves and tough stalks included, and a spinach bunch as 28% inedible once large stems and roots come off. Buy either by the pound and roughly a third of the weight on the scale is destined for the compost.

That is why the two broccoli matchups look so different from each other. Against a fresh crown - already partly trimmed at the store - frozen cuts win by 31%. Against a bag of fresh florets, where the store has done all the trimming and charges for it, frozen wins by 54%. The more prep is priced in, the more frozen saves.

Where fresh wins: carrots and the rest of the root aisle

Fresh carrots beat frozen carrots outright: $1.69 for a pound loose against $1.89 for a 12-ounce bag of crinkle-cut frozen, which is $0.11 per ounce versus $0.16. Frozen carrots are 49% more expensive per ounce, and a bag of baby carrots at $0.09 per ounce undercuts both while requiring no knife at all.

USDA's national data lines up. In 2023, baby carrots ($0.40) and onions ($0.42) were among the cheapest vegetables in the country per cup equivalent, and in 2022 fresh carrots at $0.30 beat canned at $0.59. Roots and alliums have little trim loss, no refrigerated shipping urgency, and shelf lives measured in weeks, so processing adds cost without solving a problem.

Fresh bunch spinach was the other fresh win, at $0.12 per ounce against $0.13 for the frozen bag - but that one comes with a catch worth its own paragraph below.

Canned looks cheapest until you drain the can

Canned vegetables have the lowest sticker price per ounce in the whole comparison, and it is partly an illusion, because you pour a large share of that weight down the sink. USDA food-yield tables give the drained solids percentage for each canned vegetable, and applying them changes the ranking.

Once drained, the frozen bag beats the can on green beans, corn, and peas alike - all three frozen products run $0.107 per ounce. Canned carrots are the exception that keeps its win, at $0.114 drained against $0.158 frozen, though fresh carrots still beat both. Cans remain excellent for beans and tomatoes, where the liquid is part of the recipe.

The number that actually decides it: how much of the package you use

Sticker price per ounce is the comparison everyone makes and the wrong one to stop at, because you rarely eat the whole package. We measured this directly. Across 768 fresh-produce lines in recipes priced at one Kroger, the median recipe used just 25% of the package it required you to buy.

Half of those lines used under a quarter of the package and 76% used under half. In dollar terms, the median fresh-produce line left $1.21 of product behind, and the median recipe - counting only recipes with at least two measurable fresh-produce lines - finished with $3.81 of fresh produce unused against $6.69 of fresh-produce spend.

Fresh spinach is the clearest case. Recipes calling for it used a median 26% of the 10-ounce baby spinach bag, and several needed only 15 to 30 grams against a 283-gram bag. If the remaining three quarters wilts before you get to it, the spinach you actually ate cost roughly four times the shelf rate - which erases the 7% sticker win fresh spinach had over the frozen bag, several times over.

This is the same package-rounding arithmetic that drives per-serving cost generally, covered in why cost per serving is the only grocery number worth tracking. Frozen's real advantage is not that the bag is cheaper. It is that the leftover half of the bag still has value in a month.

Frozen is not waste-free, and USDA's numbers say so

The standard claim that frozen produce has near-zero waste does not survive contact with the data. USDA's Economic Research Service publishes consumer-level loss estimates by form, and they do not favor frozen across the board. Frozen spinach carries a 34% consumer-loss estimate against 9% for fresh spinach; frozen sweet corn is 36%.

Other pairs are a wash: fresh and frozen broccoli both come in at 12%, and fresh and frozen snap beans both at 24%. Frozen bags get pushed to the back of the freezer, get freezer-burned, and get thrown out during the next defrost, and USDA's estimates reflect it.

The honest version of the waste argument is narrower and still worth money. Fresh produce forces a decision inside a week; frozen postpones it indefinitely. The EPA estimates that one-third of all food in the United States goes uneaten and that the average family of four spends almost $3,000 a year on food it never eats. Buying a form that tolerates a changed plan is a real hedge against that number, as long as the freezer gets audited occasionally.

What the national price data adds

Our numbers come from two stores in one metro, so it is worth checking them against the national picture. ERS prices more than 150 fresh and processed fruit and vegetable products per edible cup equivalent, adjusting retail prices "for the removal of inedible parts and cooking loss that occur prior to consumption" - exactly the corrections a shelf tag does not make.

On that basis, ERS found frozen raspberries at $2.05 per cup equivalent against fresh at $2.65 in 2023, and canned corn at $0.68 against fresh corn at $1.42. It also found frozen asparagus tied with fresh okra as the most expensive vegetable in the country at $2.60 per cup equivalent, which is a useful reminder that "frozen" is not a discount category.

The cooking-loss adjustment is why fresh spinach's narrow sticker win is misleading. Fresh spinach cost $1.77 per cup equivalent in 2022 while frozen spinach cost $1.10, a 38% gap in frozen's favor - the opposite of what the shelf tags suggested at our store, because a pound of raw leaves cooks down to a fraction of a pound of spinach.

When fresh is worth paying more for

Cost is one input, not the decision. Frozen loses badly on texture in every raw application and most high-heat ones: salads, slaws, crudites, garnishes, and anything meant to brown or stay crisp. Freezing ruptures cell walls, so thawed broccoli roasts to a soft, watery finish no oven temperature fixes.

Fresh also wins on cost outright for the long-keeping staples - cabbage, carrots, onions, potatoes, winter squash - where trim loss is small and the produce drawer buys you weeks, not days. Butternut squash at $1.49 a pound whole is one of the cheapest vegetables in the store, and the frozen cubed version at our store was organic and cost more than twice as much per ounce.

The practical split most households land on: fresh for the items you eat raw or that keep for weeks, frozen for the cooked green vegetables and berries that show up in one recipe and then need somewhere to go.

How to run this comparison at your own store

Three checks, in order. Divide package price by package weight for a price per ounce. Subtract what you will never eat - the drained water in a can, the stalks on a broccoli bunch. Then ask the question the sticker cannot answer: how much of this package does my recipe actually use, and what happens to the rest?
